Financial Literacy Education and Social Welfare: A Literature Review on Relationships and Determinants of Effectiveness

Abstract

Financial literacy education has emerged as a critical intervention for improving social welfare in an increasingly complex financial landscape. This qualitative literature study examines the mechanisms through which financial literacy education contributes to social welfare and identifies key components that determine its effectiveness. The analysis reveals that financial literacy education contributes to social welfare through cognitive enhancement, attitude transformation, behavioral change, risk reduction, and improved participation in formal financial systems. Effectiveness is determined by multiple interrelated components including relevant curriculum, participatory teaching methods, comprehensive evaluation, educator competence, supportive learning environments, adequate program duration, stakeholder engagement, adaptation to vulnerable groups, technology utilization, competency-based approaches, practical experiences, program sustainability, and long-term impact assessment. The findings demonstrate that financial literacy education functions as a transformative process requiring careful design and systematic implementation to achieve meaningful improvements in social welfare. The study concludes that investment in financial literacy education with attention to these key components yields significant returns in terms of individual financial well-being and broader social welfare outcomes. This research provides a conceptual framework for designing more effective financial literacy education programs and offers guidance for policymakers, educators, and practitioners in the field.
